feat: Create example notebook which can be used to test Che environment is working with very basic analytics user support

User story: As a user, when I login to the che environment, I can access data in the veda-data-store-staging with rioxarray

Acceptance criteria:

• [ ] Example jupyter notebook in github access Alexey’s EPA emissions data using rioxarray (you should be able to access data via user arn locally to test this)
• [x] Notebook operates on data using rioxarray

Risk:

• any difficulty configuring a role with the eclipse che environment with access to veda-data-store-access-staging
