Add VI metadata, fix map plotting issues, and add browse image #1

VI metadata

The metadata generation code was integrated into the VI generation code. The code takes the HLS metadata granule (XML) and extracts the needed fields to create the VI metadata XML.

Plotting Issues

Issues related to the GeoTIFF band order were fixed. Previously, the bands were being stacked from a list, but now are in a dictionary.
The bands are now scaled by 0.0001 when the file is opened and scaled again when generating the VI rasters.

Browse image

A browse image was added using the NDVI raster. The image is saved as a png.

@chuckwondo I addressed your comments. The README, setup.py, and empty unit test file were all placeholders when the repo was created. Yes, please fill those in after the PR is merged. I can help with the README.
