Explore Existing Documents button should only point to published ATBDs #862

Description

The "Explore Existing Documents" button should only point to published ATBDs. This is the result if someone clicks "Explore Existing Documents" while not logged in. This is intended behavior.

However, clicking this button while logged in displays ALL documents, and users can click and see the content. This is not desired. Users can see others work and it creates confusion for them. This button just needs to direct to the published ATBDs no matter what.

Acceptance Criteria:

@wrynearson I'm assuming this is an easy fix? Is that true?
