Spike: Update production deployment process #879

In https://github.com/NASA-IMPACT/snwg-backend/issues/247 (SNWG), we updated some of our production deployment processes. Do we need/want to port them over to APT?

Related to https://github.com/NASA-IMPACT/nasa-apt/issues/793. Frontend production deployment to MCP is already automated. We need to figure out how to do the same for the backend. However, deploying the backend will require a broader set of permissions than the frontend.

@leothomas or @jjfrench - could either of you outline what the next steps could be for deploying the backend through OIDC auth into MCP when you have some time please?
