Added shapefile output and IOU calculation

In this iteration, the user should be able to get the shapefile for the predicted smoke output. also IOU is calculated between Predicted output and true bitmap.

• Used DBSCAN to group pixels based on proximity and segregate smoke plumes by the clusters formed.
• used shapely to calculate the are of intersection over the are of union of Predicted output and true bitmap (aka. IOU score).
• the generated shapefile and the IOU score for each test sample in test_list.json can be found in the output directory specified in config.json
