Program Plan: ESDS-sponsor review and approval of the Draft SNWG MO Program Plan

Had a meeting to collect feedback from Larry Hill on 1/30/2023. Made the following suggested updates to the Program Plan as a result:

• Updated Section 4.2 Table 2 (Roles and Responsibilities) to reflect all SNWG MO PM, PS, and SE tasks mentioned throughout the entire program plan
• Updated Section 5.1.2.3 Requirement II to indicate that the OSDMP must be provided in the project plan, and not as a separate document ("The OSDMP shall be directly documented in the solution Project Plan")
• Update Table 10 (Section 12.2.3.1.4 ORR) bullet regarding single point failures to read "List of all single point failures and their effects"& added System security plan
• Removed 'preliminary V&V results (L1 requirements)' from ORR Table 10 (Section 12.2.3.1.4)
• Removed 'Technology Readiness Level (TRL) assessment' from Table 6 (Section 12.2.2.3 Project Formulation to Implementation DG Expected Inputs and Outputs)
• Added input expectation to Table 5 (Section 12.2.1.5 ATP DG) that reads "The SNWG MO is aware and informed of any external funding sources necessary for project success"
• Added statement to Section 12.2 that reads "Solution projects are required to abide by the system security plans applicable to their governing institutions." and added a requirement to Section 5.1.2.3 "VIII. All solution projects shall abide by relevant institution-level system security plans and requirements." <- need to verify if this wording is OK and if in the right section

Still need to update:

• Update Figure 10 phases to match phases described in the program plan (5 phases may be left over from Cerese's schedule) > assign to Matthew

Revisit:

• Are any updates needed to Section 12.2.1.6 to reflect that JPL agreements may need to be made between HQ and JPL? Do SAO agreements require sole source justification?
• Should we change all references of "Program Plan" to "Management Plan"?

• Add a statement or two about down selecting solution projects. Also, a statement that covers any budget cuts/reductions, who makes those decisions which solution projects get cut and delayed.

Jeanné :speech_balloon: 12 minutes ago @Cerese thanks for your review! I will work through as many comments as I can before I take off for AL+spring break on Wednesday. We should be on track to get it signed before the end of this PI which was our goal :)
