Description

After the TEMPO/GOES-NRT ATP DG, work towards establishing the contractual agreement(s) between SNWG MO and TEMPO/GOES-NRT solution project.

and why I say assuming is that during negotiations, procurement may identify some issue that will necessitate that the contract mechanism will need to change.  But, we are starting with the cost plus fixed fee position.

2023-05-22 Internal SNWG Rahul: concerned with the timelines for TEMPO and PBL activities to get under contract by end of September–review will be required of the proposals. David Hood: Kim Spencer will be retiring at the end of June or July, so that further threatens the timeline. His intention is to help Sean and Jacob with a planning PR, which takes care of our end-of-year obligations. Would like to have this taken care of by the end of June. Action: David H to work with Sean and Jacob on the planning PR Larry: Not sure if SAO will be willing to generate a proposal before all the contracts hoops are complete. Will be submitting a JOFOC soon. Doesn’t see any threat to completing this by September; thinks we can get this done by early July. One of the questions on the JOFOC is how much time would be needed for another group to work up the capability to carry out this activity.
David: You would easily have an 8-month delay in that case.
Larry: Pushing to have this done as quickly as possible. Sole source contract: Sent out draft SOW to SAO and got a response back this morning, also send to contracts office (iterating on edits) SAO feedback: no longer a need for synthetic data (can remove from SOW) This must be advertised and posted online since this is sole-source. Larry is asking re: posting for only 15 instead of 30 days. This drives how quickly we can move forward on this contract.
