Impact story known for USDA-RMA (Risk Management Agency)
4 impact stories in progress for USDA-ARS (Agricultural Research Service)
Note for Clay: 27 subdivisions; 3 are relevant to SNWG SEP. ARS, RMA, Forest Service. Looking for different labs and what their mandate is. Katrina: there are other USDA subdivisions that submit surveys, but we don’t have impact stories from them yet. Katrina previously shared list of agencies submitting surveys. Agencies>subagencies>subdivisions. Will share 2024 update.
USDA-RMA: (Jim Hipple) Beginning in the LANDFIRE 2023 Update (LF 2023), disturbance mapping utilizes 4 seasonal composites, doubling our use of satellite imagery. In the past, only 2 composites were used in disturbance mapping. New and improved composites are made possible by recent advancements in percentile-based image compositing and additional observations in Harmonized Landsat-Sentinel (HLS) data. Clay: Some news stories about crop insurance fraud from RMA--relevant to what Pontus was talking about. https://legacy.rma.usda.gov/news/currentissues/compliance/prosecutions.html

Summary
"HLS has been a game changer. It has allowed us to remove many steps from our processing. [...] The creative application of satellite imagery and its derived products forms supports program integrity efforts enabling leaders at all levels to better direct resources to areas of greatest need. Leveraging satellite imagery and its derived products enables faster execution of investigations and improves outcomes by transforming data into information - expertly identifying anomalies that pose significant actuarial risk. Without these tools, 100 investigators could not effectively manage a program of this magnitude."
Pontus 08/27/2024 at 3:21 PM RMA are dropping hard numbers on things like cost avoidance ($80 million!) enabled by the use of satellite data
Katrina Virts :hibiscus: 08/27/24 at 3:22 PM Interesting--the feedback we had in the past was that they didn't want to quote numbers like that too publicly, less OMB would reduce their budgets by like amounts.
