Validation implemented in stac-fastapi transactions

What

Stac Fast API transaction support was deployed and tested (see ticket) using the demo/stac-admin branch however does not include any validation similar to how it's implemented in the ingestor API. This work will involve including stac validation to STAC fastapi transactions.

[x] Configurable STAC api transactions
[x] Validation added to STAC Fast API transactions
[x] include auth in openapi docs?
[x] STAC Fast API Transactions merged to dev branch
