Add VEDA config files for CMR collections GPM IMERG and MUR SST #401

Once https://github.com/NASA-IMPACT/veda-data/issues/127 is completed, add VEDA config files for each of those collections.

The tile endpoint should be https://dev-titiler-cmr.delta-backend.com/

This should be done in parallel with https://github.com/NASA-IMPACT/veda-ui/issues/966 to verify the config file works with an updated veda-ui.
