Remove Soil Texture Dataset only and revert env file #460

Why are you creating this Pull Request?

We need to remove soil texture dataset ONLY because it is not yet in prod (keeping assets ). It is currently in progress though with the BE team (https://github.com/NASA-IMPACT/veda-backend/pull/442/files & https://github.com/NASA-IMPACT/veda-data/issues/174). Doing this so we can publish NLDAS story right away and it is not blocked. Also reverting env file changes...

@sandrahoang686 I think https://github.com/NASA-IMPACT/veda-config/blob/develop/stories/black-belt-climate-ej.stories.mdx?plain=1 may also need to be temporarily removed while we finish promoting the soil texture data
