Fix datetime inconsistencies, error handling

Addresses https://github.com/NASA-IMPACT/veda-data-airflow/issues/106 + other improvements

Changes

Use consistent stac spec datetime for start_datetime and end_datetime
Updates env vars to be consistent across projects
Error handling for when during file transfer, the same file already exists
