Summary: Addresses #114 and #124

Implements basic logging, tracing, metrics using same pattern as our other services
Adds dependencies for lambda image updates in terraform

[x] Ad-hoc testing - Local runtime and terraform plan tested, live deployment not tested ~- [ ] Integration tests~

@ividito the PR looks ok to me but should we test deploy this to SIT quickly. I have a SIT envs already set up so can give it a try

Tested in SIT, airflow DAGS and and workflows api work
