Publish existing (in VEDA) EPA datasets to the GHGC (dev)

Description

The VEDA stac catalog already catalogs all the 2012 EPA methane emissions datasets. Those EPA datasets are also part of the preliminary datasets we've planned to publish in the GHGC stac.

This ticket involves publishing all the EPA datasets in the GHGC stac and creating dataset configurations for them in the GHGC dashboard (via https://github.com/NASA-IMPACT/veda-config-ghg)

Acceptance Criteria

• [x] EPA datasets in the GHGC dev catalog
• [x] GHGC dashboard has EPA datasets available to explore and analyse
