Data Promotion to Production

Issue tracking new data that has not yet been promoted from staging to production.

There are only a handful of new items that need to be promoted. This includes new NO2 data #89 and new GEOCLAM data #140

An automated solution is the end goal, but the AC for now is that:

[ ] All new items in staging are also in production before July 1st
[ ] The promotion process is documented as a notebook or wiki page (@anayeaye already has a great start on this)
