Transform soil moisture data to COG #79

Description

Dataset: 0-10cm soil moisture anomalies The dataset exists as NetCDF files in the gesdisc-cumulus-prod-protected bucket. To be able to ingest the dataset to VEDA, the dataset first needs to be converted to COGs.

Since the files are in a protected bucket, the transformation will have to be done in VEDA JupyterHub which has direct access to the bucket.

Acceptance Criteria

[x] COGs generated for 0-10cm soil moisture anomalies
