Add instructions for VS Code on the VEDA Hub #165

This PR adds instructions for using VS Code on the VEDA Hub, including launching VS Code, installing extensions, and configuring/starting the debugger.

Content - I think when showing open folder, suggest that the folder a user often will want to pick is a clone of a git repo with their code. Not a requirement but a suggestion.

Policy - Did we decide this is what we want to officially roll out to all users? Will we also offer the SSH method w/ local VSCode

Both are implemented, perhaps we can document both but add a beta warning at the top that they are experimental and feedback can be submitted in <which repo?>. I'm working on the SSH method docs but have reached a point of confusion. I'll reach out on slack for help.

@wildintellect I added the ssh docs and a warning at the top, viewable at https://nasa-impact.github.io/veda-docs/pr-preview/pr-165/hub-guides/ssh.html. Could you please let me know if you approve of this approach for documenting the features?
