Overview

As talked about in step 2 in this ticket this PR adds the newest hash from ECR base pangeo-notebook to the custom image

@ranchodeluxe thanks for opening this - I'm testing out the notebooks in veda-docs to make sure everything is working as expected. I've already encountered a few things (for example: https://github.com/NASA-IMPACT/veda-docs/pull/117) so will just take some time to determine the origin. Hopefully we can at least deduce any errors are a result of this upgrade.
