Make the existing documentation more amenable to updating the base singleuser image b/c it gets updated the most:

include base image building descriptive documenation existing docs
explain what init image is in the docs existing docs
make base images build in CI/CD with pull requests too
show how to grab newest tags from CI/CD output instead of using aws cli
add docs on how to test new base image before 2i2c MR
clean up other images that are not used
