We received some feedback on the GHG instance that, when there are many layers for a dataset, you lose the context of which dataset a layer belongs to in the layer selection model. This is not a problem on the data catalog view, because there are no layers there, but within the layer selection view now we have this tiered structure of datasets and layers.
For example, the first screenshot here shows a case where there are not many layers for a dataset and everything fits in one view. The second screenshot shows a case where there are many layers.
Acceptance Criteria
[ ] It is apparent for users which dataset the layer belongs too (or, the same level of information the user obtains from the Dataset label/description can be obtained in a long list of layers where the header is not currently present)
