We discovered during testing that, if a user is working with a dataset with a large temporal extent, that users are able to select a date far outside of current timeline view and that can be a little disorienting. The idea is to snap the timeline to the selected date.

Acceptance Criteria
[ ] If the user changes the selected date for visualization in the E&A, and that date is outside of the currently visible range in the timeline, then the timeline is centered on that date at the current timeline zoom level
[ ] If there user changes the start or end time of the analysis in the E&A environment, and that date is outside of the currently visible range in the timeline, then the timeline zooms out to fit the newly defined temporal range for analysis
