Refactor LIS/AGRMET code #555

In LIS 7.4, refactor the AGRMET code to remove obsolete subroutines. Also, attempt to remove obsolete/redundant observation storage code, since the Bratseth module uses it's own data structure.

This still needs to be done. Would improve code maintainability, and possibly reduce memory size.
