Update LIS Developer's Guide #614

The LIS Developer's Guide is out of date and needs to be updated. Past versions are available on ModelingGuru. The new version should be added to the /docs directory to sit alongside the User Guides and other documentation.

I began working on this in a separate repository for now: https://github.com/bmcandr/lis-developers-guide

So far I've partially migrated some of the introductory/background info from the 7.0 Dev Guide to use as an outline.
