add Review a PR notes to Workflow #224

Thanks to @asteiker & @jules32 Feb 14 Hackday notes, I've added a section on Reviewing a pull request, and included link to Amy's and Julie's video of that process. Bonus: I added video to our YouTube, edited to remove the last ~10mins figuring out edits to nav bar.

I did not run into the problem in Hub quarto preview of needing to edit the Browse URL to point to staging. The URL took me to preview no problem. @asteiker Would you mind testing it on your end to see if this text I added can be deleted?

At the end of the preview log, it says "Browse at https://openscapes.2i2c.cloud…" The Browse URL actually points to the production Hub!! We need it to point to staging since that's where we're working, so we use the URL staging.openscapes.2i2c.cloud…. (See minute 10:06 in the video.)
