11. Move Contributing...Cookbook Structure to top of Contributing, above Setup #242

imo, helps a new contributor to see the structure of the Cookbook and how files translate to live view, nav bar etc, so that when we show them how to add something, they can see the logic of where their contribution fits.

Currently Cookbook Structure is more hidden inside Workflows https://nasa-openscapes.github.io/earthdata-cloud-cookbook/contributing/workflow.html#cookbook-structure

This makes sense to me, with a few questions, will this need aliases to move from a subheader to its own chapter?
