Add AWS setup & primer link to Cookbook #243

This was discussed at the Retreat and had an earlier placeholder in the Cookbook. We'll need to find the right place to link the primer now.

AWS setup in "Cloud Environment Setup" (related to Issues #284 and #270)

Add Cloud Primer link in the Cloud Environment Setup section (just placeholder so we don't forget to add it later)
