The proposal follows the standard NASA ROSES format of which the Scientific Technical Management portion contains (6 pages); an Open Science Data Management Plan (2 pages), Research Readiness Statement (1 page), Mentoring Plan or Agreement (2 pages) and Budget and Narrative (2 pages).

We will ask each panelist to be the primary reviewer on at least 3 proposals and secondary on at least 4 more proposals. Reviewers are expected to provide write-up evaluations (Individual Evaluation forms) for the assigned proposals ahead of Day 1 of the panel. During the panel, all the panelists are required to participate on the discussions. We will go over the write-ups and discuss a total of 43 proposals, vote as a group, and collectively complete the Panel Summary Form.

We are planning to have a virtual pre-panel briefing (1 hour) on April 17, 2:00-3:30 PM ET to go over all the details and assignments. The panel will run virtually during the week of May 21-23 (with possible extension to 24th). We are expecting to run the panel on Tuesday-Wednesday-Thursday of that week and the meetings are expected to be approximately 4-5 hours in length on each of those days. While we are asking you to commit to attending all of the panel meetings, it is likely that we will get most of the panel business done on the first 1-2 days and the following meetings may be substantially less than 4 hours.
