PLAID - Index: Login and Signup Fix #24

**Summary***

PLAID login page (index.php)& account signup page(signup.php) had Server Timeout Response 'Error: "-" 408 0 "-" "-" '

session_start()* must run before php script is executed to load page, for both index.php and signup.php
