Currently the LADEESIPWithBadbaseurlTest relies on the ATM website being up and working, but we should try to avoid relying on external sites for our tests to avoid blocking our work when they have a system outage (e.g. right now).

Let's update this test to use one of the data sets here: https://pds.nasa.gov/data/pds4/test-data/registry/ or here: https://pds.nasa.gov/data/pds4/test-data/custom-datasets/ or send @jordanpadams the data set we want hosted and we can have a copy online on our website.
