Organize the automated documentation generation for dev releases #74

There are some difficulties related to the lack of actions to publish sub-directories on gh-pages.

Beyond pds-deep-archive we might want to organize the documentation generation homogeneously for pds repository.

We decide not to generate and publish documentation for dev releases.

When needed, the user/developper will generate the documentation locally.

It is decided to have only the latest stable version documentation published. The archived stable version will be provided as a tar.gz or zip packages in the release section of github.
