Brief Description

Based upon https://github.com/nasa-pds/pds-template-repo-python/issues/5 and https://github.com/NASA-PDS/pds-template-repo-java, lets:

[ ] cleanup https://github.com/NASA-PDS/pds-template-repo-generic so it contains similar README to https://github.com/nasa-pds/pds-template-repo-python/issues/5
[ ] update https://github.com/NASA-PDS/pds-template-repo-java with some of the things highlighted here to create a template Java repo that will work out of the box for unstable / stable roundups

See https://github.com/NASA-PDS/validate or https://github.com/NASA-PDS/registry-api-service for example java repos
