DOI GUI "Create DOI" error message not helpful / useful

🐛 Describe the bug

Submitted XLS with no "header" record as first row in XLS -- see enclosure

📜 To Reproduce

Steps to reproduce the behavior:

1. Create DOI'
2. Upload XLS'
4. See error

🕵️ Expected behavior

Expected ERROR message that indicates XLS can be parsed BUT does not adhere to the required parsing standards (i.e., HEADER row is missing and is required).
