Adds secrets detection.

Once merged, please update the branch protection rule for main to include secrets detection as one of the status checks.

@nutjob4life that being said, is it concerning that the secrets workflow is currently failing? Also, we'll want to apply this to all branch pushes, not just PRs to main, no? Leaked is leaked.

@alexdunnjpl hmm, strange; it works fine for me. Anyway, I tweaked the workflow and I hope that fixes it.
