Update project's node version dependency. #211

The repo doesn't contain information about which version of NodeJS is needed. Need to

[x] Update README
[x] Add .nvmrc file where the node version will be documented.

While working on this issue, npm reported that the package-lock.json file was out of sync with what we have specified in package.json. This could be due to the way dependabot is handling patching vulnerabilities.

As part of this branch I've rescyned the package-lock.json file by performing an npm install.
