🐛 Describe the bug

Related to https://github.com/NASA-PDS/harvest/issues/96, not sure what the issue is or how to resolve it.

🕵️ Expected behavior

Executes successfully and throws more usable error.

It appears this traces back to the CollectionProcessor class.

This is a blocker for ATM Juno ingestion.

user verified they were using 3.6.0-SNAPSHOT, and once they upgraded to 3.6.0 this issue was fixed
