1) Move search folder into guide because unsupported at root level of the sphinx site. 2) add a table in the overview so that the page can be used as landing page for pds.nasa.gov/api/

@jordanpadams I think you missed to push the correction you made on the doc so that the search folder works. I made the change on my side following your instructions on slack.
