Change Python snapshot release naming from using -SNAPSHOT as a post-fix to -dev so we're generating valid PEP 440 version strings.

Resolve #44

@nutjob4life @jordanpadams @tloubrieu-jpl, if any of you have time to review this so we can integrate it that would be awesome. It's (hopefully) the last piece needed for closing out NASA-PDS/roundup-action#68
