Refactor github-util Into Smaller Subpackages #72

💡 Description

The dependencies are running into conflicts we want to split the package into smaller packages (To Be Defined).

I guess the code would stay in the same repository but I am not sure about that.

I think they should be in separate repositories. Yes, we have a ton of them already—and I trust some day GitHub will offer a folder feature—but I can foresee that the logical groupings we've come up with may also have unique automation needs in terms of GitHub Actions Workflows, code quality reporting, code owners, etc.
