Rationale:

Validate CogE retired in December causing significant delays in content validation improvements and bug fixes (https://github.com/nasa-pds/validate/issues/426). Considering content validation is a critical component ensuring a valid archive, these tasks for improvements to existing capabilities is being tabled to B13.0.
