Rationale:

Increased scope of NASA-PDS/registry#185 to use Cognito for multi-tenant OpenSearch requires developer needed for other tasks
NASA-PDS/registry-sweepers#92 was necessary in order to decrease cost and improve scalability of registry sweepers
