CCB-19: Never finished CCB-325 documentation updates (Title: Support for video and audio as product observational) #839

Problem Statement

We passed CCB-325, Support for video and audio as product observational, but not all the docs have been updated. Looks like the Standards Reference received updates but some other docs did not. Perhaps this was a known decision. At a minimum the MP4 document here needs an update (attached): https://pds.nasa.gov/datastandards/documents/archiving/

Note:  The requested changes to the SR were implemented in Version 1.20.0 on 20230301.   No additional changes needed to the SR.

Note sure who needs to update the downloads and document sections as listed in the attached zip file.

Requested Changes

Applicable documentation:

  1. Update "PDS Policy on Formats for PDS4 Data and Documentation (https://pds.nasa.gov/datastandards/documents/policy/format_policies_final.pdf) to allow these restricted formats for compressed video and/or audio science data and documentation (see format_policies_230222-1.docx).

  2. Update the supplementary white paper (attached here, MP4-H264-ACC_v4.pdf) on use of compressed data to include video and audio science data. Include guidelines for setting Constant Quality (CRF) and audio bit rates. overwrite original found here: https://pds.nasa.gov/datastandards/documents/archiving/ . Probably best to change the title to:

MP4: Archiving Video (MP4: H.264 and AAC)

  1. Add requirements for DN tracking of encoded video and audio products, annual reporting, and assessment of format viability at least every five years (and transformation if not) to the existing policy on data integrity checking (https://pds.nasa.gov/datastandards/documents/policy/dataintegrity_checkingschedule_20080829.pdf) (see data_integrity_update_v2.docx).

4, Update PDS4 documentation (selected above under "Applicable Components"), see Docs_Updates_v2_rs.docx for changes. Looks like the Standards Reference was updated in Version 1.20.0.
