🗒️ Summary

This branch renames all occurrences of "updart" to the new project name "peppi". Some unused artifacts of the PDS template repo have also been removed.

⚙️ Test Data and/or Report

Existing unit test suite has been moved to the top-level tests package. All existing tests still pass on this branch.
