Complete review of website with IPDA Website Update team

Based on feedback with TS, CA, and @jordanpadams, the following updates are needed:

• [x] Avoid long centered lines of text on the home page which are difficult to read; use left-aligned (TS)
• [x] On the partners page: rework logos so they're uniform and so each link opens in a new tab (TS)
• [x] On the meetings page, show the most recent three meetings and a link to the parent page in the wiki of all older meetings (JP)
• [x] Make a separate "Contact Us" page similar to CA's slides that mention the chairs, mailing lists, and wiki (CA)
• [x] Revert the logo to the older version seen on atmos.nmsu (CA)

All items completed, including: brand new contact page, rewritten meetings page, redrawing several agency logo images, left-justifying text (even when it looks sub-optimal), and using that rather … er … well, that logo.

@nutjob4life looks great! made a few mods and pursuing the raw logo images to maybe turn it into a B/W logo to flip the colors, but for now, I think we are good for marching forward with URS
