As Dan Crichton, I want the Standards page to be updated #3

💪 Motivation

Per email thread from Dan Crichton and Tom Stein:

Dan: Would you be able to make this update to the IPDA website?

Tom: One easy update is the series of PDS4 releases since Apr 2019 listed at https://pds.nasa.gov/datastandards/about/, plus a top-of-page link to the PDS data standard page.

Dan: Sean Kelly can do it really quickly. We just need to give him clear direction on what to change. Do you want to come up with a quick list prior to larger changes? I think it would be great to show some progress. Certainly the standards updates will help!

Tom: Do you have someone who can update the list of PDS4 releases on the https://planetarydata.org/standards page? Should the page include references to SPICE, as it is an IPDA endorsed standard? Would you prefer that I pass this by Jordan instead?
