URS clearance needed for IPDA site

The IPDA website at https://planetarydata.org/ needs a clearance number for two reasons:

• [ ] The NASA requirement that public-facing sites have a clearance in their footers
• [ ] The Zone Access Request (ZAR) for a JPL-public facing site expires in 3 months—and doesn't list a ZAR

The clearance should be applied for at https://urs.jpl.nasa.gov/ as soon as possible so that the above two requirements can be met.
