As a user, I want to see DOI search capability under "Data Search" tab at pds.nasa.gov #17

💡 Description

A user was looking for the DOI search capability at pds.nasa.gov and couldn't find it with the rest of the search interfaces. It was recommended to relocate DOI search capability under "Data Search" tab instead of "Tools" tab.

@viviant100 @jordanpadam we could add it under the data search, but I am not sure if we want to remove it from tools...

We could have a link in the main data search page but not in the menu.
