[x] Update PDF/A Guidelines document with title page, version, and changelog (@viviant100 )
[x] Add to https://pds.nasa.gov/datastandards/documents/ (@c-suh ) with title and caption:

PDF/A Guidelines Best practices for authoring documents for PDF/A generation, as well as how to create, convert, and validate PDF/A documents prior to submission to the PDS.
