make PDS3 legacy tools available for download to user #71

To the Tools page, add a new section linking to existing pages for

This was prompted by a user asking for the VTool, because the search result from the Tool Registry was redirecting the user to the main Tools page.

An alternative to this task is to remove the current redirect for these pds.nasa.gov/tools/about/pds3-tools/* pages. Have sent an email asking if there is a preference.

Went the alternative route of simply removing the redirect. This is operational and in the repo.
