Bug with PDS3 target profile page for targets containing non-alpha characters #82

No - I haven't checked

🐛 Describe the bug

Go to https://pds.nasa.gov/ds-view/pds/viewTargetProfile.jsp?TARGET_NAME=C%2FLINEAR+%282002+T7%29 and see failure

🕵️ Expected behavior

I expected the page to work. Other similar pages seem to work.
