💡 Description

For our Phase 1 MVP, we need to implement the Instrument Landing page.

The initial version of the instrument landing page has been implemented in the prototype. This implementation was heavily influenced by the investigation detail page implementation.

Additional improvements to the component will be made when the features used on this page are migrated to wds-react.

PR containing this implementation coming later today.
